In alignment with the vision of the Comptroller General of the Nigeria Customs Service, Dr. Bashir Adewale Adeniyi, to enhance border security and economic development through regulatory compliance, Comptroller Frank Okechukwu Onyeka has made remarkable strides at the Tin Can Island Command.
Since assuming office in December 2024, Comptroller Onyeka has built upon the strong compliance framework established by his predecessor, DCG Dera Nadi mni. Through sustained stakeholder engagement, rigorous surveillance, and system optimization, Onyeka has overseen a steady decline in infractions and a significant boost in operational efficiency.
Under Onyeka’s watch, the command has intensified scrutiny of cargo, leading to a sharp reduction in the trafficking of contraband such as Controlled medications (e.g., tramadol, codeine-based syrups), narcotics (e.g., cannabis sativa, heroin, methamphetamine), arms, ammunition, and unauthorized military gear, and illicit imports of luxury goods and unapproved explosives.
A notable achievement was the interception of two 20-foot containers falsely declared as used vehicles and spare parts. These were found to contain over ₦8 billion worth of illicit drugs, including cannabis indica and crystal methamphetamine, thanks to intelligence sharing with the NDLEA.
The command recorded ₦116.41 billion in revenue in January 2025, a 24.06% increase from the same period in 2024. By October 2025, monthly revenue had surged to ₦154.3 billion, reflecting the impact of Onyeka’s reforms.
He has also championed two critical trade facilitation tools: Advance Ruling System: Now in its second year, it provides clarity and predictability for importers. Authorised Economic Operator (AEO) Programme: Launched nationwide in February 2025, it enables compliant stakeholders to enjoy fast-track cargo clearance and post-clearance audits.
Onyeka’s leadership is marked by proactive engagement with freight forwarding associations such as ANLCA and NAGAFF, as well as collaboration with sister agencies including: Maritime Police Command, Nigerian Navy (Badagry and Beechcroft units), Nigeria Agricultural Quarantine Services, and Department of State Services (DSS)
His message has been consistent: compliance accelerates cargo clearance, enhances national security, and fosters economic growth. He emphasizes that integrity in trade processes discourages criminal activity and builds trust between customs officers and the trading public.
Described as disciplined, focused, and unflinching in decision-making, Comptroller Onyeka has proven to be a worthy successor. His leadership blends firmness with openness, earning him respect across the maritime and security sectors.
He remains committed to continuous stakeholder engagement. Through constant collaboration and feedback, he aims to address concerns, foster understanding, and ensure smooth implementation of Customs policies.
With a clear vision and a results-driven approach, Comptroller Onyeka is steering Tin Can Island Command toward greater compliance, security, and economic contribution.
