Currently, the NSC receives 2% of the 7% Port Development Levy (PDL), a contribution deemed insufficient and lacking firm legal backing. To address this, the Council is advocating for:<\/p>\n
– Accelerated passage of the Nigerian Port Economic Regulation Act (NIPERA) Bill 2025
\n– Formal adoption of the 1% Freight Stabilization Fee, a statutory service charge for regulatory services like tariff monitoring, cargo protection, and dispute resolution<\/p>\n
Dr. Akutah clarified that the fee is not a tax and does not conflict with the Nigerian Tax Administration Act (NTA) 2025. Instead, it complements Nigeria\u2019s unified revenue collection framework and aligns with global best practices seen in countries like Ghana, Kenya, and South Africa.<\/p>\n
The Council\u2019s reforms have already made strides in:
\n– Streamlining port operations
\n– Expanding inland port infrastructure
\n– Enhancing transparency in tariffs
\n– Preparing Nigeria for the African Continental Free Trade Area (AfCFTA)<\/p>\n
