Three months after Nigeria rolled out its ambitious National Single Window (NSW) trade facilitation platform, early turbulence is giving way to signs of stability, according to a new assessment by the Sea Empowerment and Research Center (SEREC).<\/p>\n
The NSW, designed to streamline cargo clearance and regulatory processes across ports, initially faced widespread disruptions. Importers, freight forwarders, and port users reported delays, mounting demurrage costs, and confusion as agencies struggled to synchronize digital workflows. <\/p>\n
\u201cThe initial deployment was characterized by significant operational disruptions, but there is growing evidence that substantial progress has been made in stabilizing the platform,\u201d said Fwdr. Eugene Nweke, Head of Research at SEREC.<\/p>\n
According to the Center, early challenges include integration gaps among agencies which slowed permit processing and certificate validation. Cargo clearance delays led to congestion and higher costs. Confidence deficit emerged as stakeholders questioned system readiness. Also legacy process conflicts complicated migration from manual to digital procedures. <\/p>\n
SEREC noted that regulatory agencies responded with targeted interventions. It stated that NAFDAC extended expired licenses and introduced fast-track channels, while SON simplified SONCAP procedures and waived fees. NSW Secretariat launched support centers, technical upgrades, and stakeholder consultations. <\/p>\n
It maintained that industry feedback now points to signs of progress as there’s a sharp reduction in complaints compared to the launch phase. <\/p>\n
Improved transaction flows with fewer declaration failures.
\nThere’s enhanced stakeholder engagement through consultations and helpdesk support, as well as growing institutional alignment among agencies. <\/p>\n
SEREC\u2019s report highlights five key lessons: phased deployment, strong communication, continuity mechanisms, pre-launch integration, and continuous improvement. <\/p>\n
To accelerate maturity, SEREC recommends full API integration across agencies, a harmonized \u201csingle source of truth\u201d for trade data, a risk-based processing to balance facilitation with compliance, and ongoing stakeholder engagement and performance monitoring. <\/p>\n
The Center concluded that despite its rocky start, the NSW is now seen as a cornerstone reform in Nigeria\u2019s trade ecosystem. \u201cThe task ahead is not to question the reform itself, but to deepen, refine, and optimize its implementation,\u201d Nweke concluded. <\/p>\n
If sustained, analysts say the NSW could become one of the most consequential trade facilitation reforms in Nigeria\u2019s modern economic history.<\/p>\n
