In a strategic move to align Nigeria’s trade facilitation procedures with, the Nigeria Customs Service (NCS) has announced the transition from the existing Fast Track Scheme to the internationally recognised Authorised Economic Operator (AEO) Programme. This initiative is in line with the World Customs Organisation’s (WCO) SAFE Framework of Standards and is backed by Sections 108 to 111 of the Nigeria Customs Service Act, 2023.
The AEO Programme is a structured system designed to reward trusted and compliant traders with enhanced customs privileges. Approved participants will benefit from:
– Pre-arrival clearance
– Reduced physical inspections
– Faster cargo release
– Potential mutual recognition agreements with other customs administrations
The programme aims to strengthen supply chain security, improve cargo integrity, and promote transparency and predictability in Nigeria’s import-export operations.
Fast Track Scheme Decommissioning is 31 December 2025 while
Migration Deadline for Current Beneficiaries Before 31 December 2025. The Application Portal is aeo.nigeriatradehub.gov.ng
All companies currently enrolled in the Fast Track Scheme must begin their migration to the AEO Compliance Programme by submitting applications via the official portal. Only approved AEO participants will continue to enjoy trade facilitation benefits after the Fast Track Scheme is phased out.
To support the rollout and educate stakeholders, the NCS will host a Stakeholders Engagement Forum:

This forum will bring together key players in the trade ecosystem, including importers, exporters, terminal operators, logistics providers, and licensed customs agents. Attendees will receive detailed insights into:

– Eligibility criteria and application procedures
– Direct engagement with NCS officers overseeing the implementation
The Nigeria Customs Service encourages all eligible operators to actively participate in the AEO Programme. This transition is essential for maintaining a competitive edge, securing supply chains, and contributing to a more transparent and efficient cargo clearance system.
